Dr. Josephine Rogate Kimaro contributes to the governance and sustainable development spaces, currently serving as the Deputy Chief Executive Officer of the Zanzibar Presidential Delivery Bureau (PDB). In this pivotal role, she plays a leadership role in the implementation of strategic initiatives envisioned by Zanzibar’s President, through technical assistance, enhanced inter-agency coordination, strategic project financing, and comprehensive monitoring and evaluation (M&E) frameworks. Her exceptional leadership was instrumental during her tenure as the Acting Head of the PDB following its inception in December 2022, where she led a cadre of experts in the successful execution of transformative projects across critical sectors, including the Blue Economy, Infrastructure, Social Services (Education, Health, Water, and Empowerment), and Tourism, supported by technological advancement and human capital development. Before Zanzibar, Dr. Josephine amassed a wealth of experience in various positions, including Capacity-Building Advisor, Monitoring and Evaluation Expert, Human Resources Systems Advisor, Elections Management Expert, and Researcher within local and international organizations. Renowned as an Organizational Development Expert, her consultancy works have been sought after by private, public, and civil society organizations across Tanzania and beyond. Dr. Josephine holds a Bachelor of Arts in International Relations, a Master of Arts in Public Administration, a Postgraduate Diploma in Poverty Analysis, and a PhD in Public Management from esteemed institutions. In addition, she chaired/chairs the Policy Advisory and Boards including the Tanzanite CEOs Roundtable-Zanzibar Chapter, while also lending her expertise as a board member to several prestigious organizations.
